In the Tang Dynasty there existed a special institution – the Undesirables (Bu Liang Ren) – who served as magistrates but were criminals. A case of a dwarf puppet master manipulating a parasite to kill a man leads Pei Mou, the undesirable marshal, and others into a maze of dilemmas.
